I find it does depend on the manufacturer.
But here is a rough guide to go by .
3 inch =3s 4 inch =3.5 s 5 inch =4 s 6 inch =5 s 8 inch = 6s 10 inch = 6.5 s 12 inch =7 s

Most shells, when you are purchasing them will come listed with the PFT - pre-flight time. Otherwise, unless you are able to actually test it, and even then it can vary between 2 identical shells, the list Grisom gave is pretty much "rule of thumb" for all of us.

Best to ask direct to your supplier as it differs from manufacturer to manufacturer. There are even manufacturers that have different PFTs for different effect.
I have a good list of them recorded, if you have specific questions on a caliber and manu I might be able to help (again best best to ask your supplier)
Here is what I use for Mystical: 2" - 2.1 2.5" - 2.2 3" - 2.5 4" - 2.7 5" - 3.2 6" - 3.6

Also be aware there is shells with a slow fuse of a fast fuse. The slow fuse has the paper a bit loose around it .The fast fuse looks like the paper is shrink wrapped it.The slow fuse when you ignite it you can see it follow the length of the fuse it is still fast to the naked eye.But the fast fuse you can not see if you have a length of this alone and ignite it.There is just a bang like a gunshot.
