Hello All I need some advice on my next site plan, I would like to use up to 3 inch/80 mm shells, the view area would be on the outside of the circle, any advise Here is the area Thank you all for your help

If it was us doing it we would drop the size of shell to 2 inch . The Powers That Be generally don't want to see any of us pushing the envelope so to speak. Also until the Powers That Be know you - I would play it on the conservative side .

What's the goal of your show? are you just trying to shoot 3" because you can or is there a good reason? if everyone has to stand outside of the circle, they'll be looking up through the trees along half your available viewing area.
I'd suggest going to a 2" shell, moving the safety line back 25' so people can stand inside the treeline, and keep your distances good and spacious. Being super close to the shells is only really awesome for us... regular viewers don't tend to like to have to crane their necks waaaay up to see the show. (at least this is the feedback i keep getting)
If you're trying to shoot 3" for creative reasons, you're right on the limits of what's considered permissible, and you have no margin for error if there's any wind... Plus the AHJ may make you put up some sort of fence/markers/etc along the entire perimeter since there is no natural boundaries to keep unwanted spectators away from the 1.3g products. Consumer stuff doesn't seem to concern them as much (more noise complaints i think), but as soon as you introduce 1.3g you're in regulated product, and they may be a little more sticky.
All that said, I have no idea what your actual relationship with the AHJ is, or what your experience/comfort levels with the products are so ymmv.

So, I have been very busy measuring, and I have found a solution to my site plan, Here is the new map, I setup Ramp in a ball Diamond, shooting to the south East, Now 3 inch needs 95 meter drop zone, well if needed I have 130 meters if the wind picks up, in September the winds have been very low 10km to 15 km. The reason for up to 3 inch is better effects, I'm looking at the following - 108 2 inch shots - 24-30 3 inch shells - 11 Roman Candles up to 2 inch - cakes so far - 3 of each cdc-9393,9494,9999
