Came across news page, a little dated but still.
I was going email Guelph and ask about fireworks on Diwali but I guess we can set them off going by this article
"Most notably, they can only be used the day before or the day of Victoria Day, Canada Day and Diwali. "
Its funny Guelph has a relatively big population of "new Canadians" yet I never see any fireworks or even stores \ tents open around Diwali.
