Hello Ed and welcome. Insurance seems to be one of those subjects that comes up every so often and there are some people here that can shine a light on what your asking better then me.
I wrote a long thing for you and then noticed it was for 1.4 your were asking not 1.3
My understanding cities will not touch you without 'I think' minimum 2M coverage. Just for a backyard show its about $1500 insurance, when I looked into it which was awhile ago. Add to the all the permits and then the cost of fireworks, good luck.

In Winnipeg insurance is not required to get a permit to shoot consumer fireworks. The main requirements are permission for the land where the fireworks will be shot and that the firing location is at least 30 meters from any buildings.
You should check with the municipality where you are planning to shoot what the requirements are.
The next consideration is do you really want to shoot fireworks as a business without insurance. I personally would not want to expose myself to that risk.
As for fireworks insurance cost, 20 years ago when I last was looking the minimum cost for any annual fireworks shooting insurance was $7000.00. I don't know what the minimum cost for a policy is now but I would guess that it is at least as much or maybe more. Companies like mine that sell larger volumes of fireworks and shoot more shows pay many times the minimum amount for insurance. The more you sell the more you pay for insurance.
Insurance cost is just another factor that adds to how much fireworks cost.
Single show policies are usually too expensive to be practical. They usually start at minimums of $1500.00 to $2500.00 and increase as the value of the fireworks to be shot goes up
Maybe some of the shooting companies could tell us what the minimum cost is now for an annual fireworks insurance policy.
If you look in professional shooting companies there is a thread with info on insurance. But as far as I know there is nothing that costs less than the prices above.
I think it is a good idea to get the costs and facts about fireworks insurance out in the open and talk about it because it can only lead to more competitiveness on the cost of the insurance. Lowering the cost of something we all need can only help the whole fireworks industry.

I know Mystical (and possibly a couple other distributors) have insurance available with the fireworks purchase but you will be limited to shooting their product exclusively, and its usually offered as a percentage of the retail price (ie not the discounted price but the total of the MSRP for your products). This worked for 1.3 or 1.4 products.
I don't know if that's changed in the last year, but it was available last year. That made single shows affordable, but you'll need to reach out to the distributors directly.

Rules have changed on that too.
Insurance companies clamped down on that, I guess they weren't getting their piece of pie,
Insurance companies stopped that last year and had to install clauses to cover the issue.
They may sell insurance now, but I doubt their selling it for what they pay
