Tubes in a cake are damp from rain. Is it safe to shoot after drying or is it no good?

I would say No. The rain will have weakened the cardboard tube, and it may not be strong enough to handle the effect.

if the cake got wet enough to soften the inside cardboard, you would be taking an unnecessary risk setting it off. Normally if there is chance of rain or a really dewy night, plastic wrap is used over the opening of the tube with some tape or even a rubber band to hold it in place.
Its a judgement call, but noting can go wrong if you skip using that cake. Error on the side of safety

Error on the side of safety Exactly this !!!!!!! ^^^^^^^^^^ I know its sad and disheartening to have to dispose of an expensive cake, but sacraficing $30-$100 is way better than having a serious incident that causes damage and injury!

A lit the fuse and nothing didnt explode didnt shoot off so I disposed of it
