I am hoping that in Mississauga these 2 days will be uneventful and that will be reason to make the change permanent. They are probably looking to see if someone gets hurt or property gets damaged so they can say its a bad idea, but I am hoping that if all goes well, even if there is not a lot going on that they will just allow the change to happen.

I think you should talk to the mayor's office, seems like they are in charge of the By-laws. Maybe if there is a meeting you can go to so you ban bring it up in person that would help, or find some people in the area that support the idea and get them to send letters also.

BC does seem to be the only place that allows fireworks on Halloween. It's worth a try but I think you would have better luck going for something like Diwali or Chinese New Year rather than Halloween. Fireworks on Halloween seem to be more related to mischief and possible ties to Guy Fawkes Night. Fireworks on Diwali or Chinese New Year are about celebrating multiculturalism so it's harder to say no to that. Looks like the Mississauga East-Cooksville MPP Dipika Damerla made a request to the mayor and they decided to put in an exception for this year
" MPP Dipika Damerla (Mississauga East-Cooksville) thanked the City of Mississauga’s Council for temporarily granting her request to issue an exception to allow fireworks on Diwali. She had written a letter to Mayor Bonnie Crombie on July 9, requesting the Council to change the current Fireworks By-law (0293-2001) to permit the use of fireworks on Diwali similar to the permission granted on Victoria Day and Canada Day holidays. “As an inclusive city it is vital that it accommodates the diverse religious and cultural traditions in its by-laws,” her letter had stated. The letter was discussed in Council on September 16 and again on October 28. In the latest meeting, a temporary exception was made to the City’s fireworks related by-laws. It now allows fireworks to be set off during Diwali (November 11 to 15, 2015) and Chinese New Year (February 8, 2016)."

I read about the permit in Brampton, and it seemed like it would be almost impossible to get just based on the rule "Brampton residents with properties that are at least 18 metres (60 feet) wide at the front must have a permit to use fireworks on their property." I don't think many people have that large of a property.
I have read that some cities provide a safe place for people to go light off fireworks, I wish we had something like that.

On a somewhat related note, is Hands out of the fireworks business? That's interesting news. Looks like they bought out Vulcan. There is a note on the vulcan website:

I am into RC as well but I like to fly RC Helicopters. We have a club in Mississauga that has a car track at Totoredaca park (http://mmfc.net/find.html). You have to pay membership but if you wanted to check it out let me know and you can come in free as my guest.

I was thinking the same thing. For example in Mississauga we can only have fireworks the day of Canada Day and Victoria Day, or the day after if there is bad weather. Other places like Brampton allow fireworks on Diwali. I heard in Other places more towards Muskoka and Barrie they are much less restrictive.
